022/14 The Panama Canal issues Advisory re PCSOPEP Non-Compliance


Update on PCSOPEP Non-Compliance Notification and Sanctions Acceptance Procedure

The Panama Canal Authority has issued a PCSOPEP Non-Compliance notification as follows:

The Panama Canal Authority’s EVTMS system is sending alerts to agents regarding the status of vessels’ PCSOPEP requirements to help avoid sanctions to those vessels that do not have a current Notice of Acknowledgement (NOA) certificate but meet one of the following criteria:

• NOA expired
• Vessel has PCSOPEP Non-Compliance Form from last visit

Vessel has never been issued a NOA certificate

These alerts are automatically generated at 168, 120 and 97 hours prior to the arrival of the vessels. Agents are advised not to forward these alerts to the vessels.

“If you have already submitted a plan, please disregard this notice. If you would like confirmation that your plan has been received, please contact PCSOPEP personnel at 507- 276-4635 orpcsopep@pancanal.com.”

Upon official receipt of the PCSOPEP Non-Compliance Form, shipping agents must submit an original Letter of Guarantee, first or second offense, to the Vice-Presidency for General Counsel (Administration Building, Room 338) no later than the next working day following this notification. This letter must be signed by a representative of the shipping agency and accompanied with a copy of their personal identification card (cédula). The corresponding Letter of Guarantee may be accessed at www.pancanal.com
