072/15/Tech. PANAMA FLAG NEW INCENTIVES

By the present we would like to inform you that the Panama Registry has established new incentives for vessels already registered under Panama flag and also for vessels to be registered under Panama flag.

The discount applies to all vessels that have corporate responsibility programs focused on reduction of air and sea pollution (reduction of carbon emissions).

Discount rate is of up to 50% discount for three (3) years on the following items:

• Registration Fee (in case of vessels to be registered under Panama flag)
• Annual Tax
• Annual Consular Fee
• Annual Fee for Investigation of Accidents
• Annual Inspection Fee
• 0.03% Per NT Fee

▪ ECONOMIC INCENTIVES FOR PANAMANIAN VESSELS

The discounts applicable to vessels and MODU’s to be registered in the National Merchant Marine has been granted until 31 December, 2016.

▪ NAIROBI INTERNATIONAL CONVENTION ON THE REMOVAL OF WRECKS, 2007

Panamanian Registry will be able to issue the Wreck Removal Certificates (WRC) related to such Convention valid from 18 November, 2015. User may start applying with the exception that certificates will be valid from 18 November 2015 to avoid inconveniences with the Port State Authorities.

▪ ENDORSEMENTS FOR SAMOA

Panamanian Registry will not recognize for endorsement the Certificate of Competency (CoC) from Samoa to a NON NATIONAL of this country.

▪ SPECIAL DISCOUNT ON SEAFARERS CERTIFICATION SERVICES

As of January 1st, 2016, a discount of 50% will be granted in certification services of foreigner seafarers working on board of Panama registered vessels whose main service is passenger vessels (cruises), and that they must belong to an economic group maintaining more than ten (10) passenger vessels (cruise) registered on the Panama Merchant Marine.

▪ VALIDITY OF COLOR COPIES OF ORIGINAL DOCUMENTS

During the thirty (30) calendar days period hereby stated, the color copies shall have the same validity as its original, counting from the issuing date of the respective documents.

MARINE MERCHANT DOCUMENTS:
Provisional / Permanent Navigational License & Radio License – CLC – BCC – MSMC –ISSC – CSR – Exemption Certificate

SEAFARER’S DOCUMENTS:
Transitory Certificate (CT) – Courses Endorsement Certificate for Officers and Ratings – Certificate of Inspection of Crew Accommodation (CICA) – Dispensation Letter – Exemption Certificate.

▪ NEW REGULATIONS FOR MARITIME TRAINING CENTERS

The Administration is now accepting new applications for the recognition of Maritime Training Centers and formal petition with requirements must be submitted to the General Directorate of Seafarers, through a competent attorney in the Republic of Panama.

▪ VESSELS AND SHIPS ENGAGED IN THE ACTIVITIES OF SUPPORT TO THE OPERATIONS OF CAPTURING FISHING RESOURCES.

This is to remind that reefers willing to provide assistance to fishing must process their Fishing license with the Authority of Aquatic Resources of Panama (ARAP) through a competent attorney in the Republic of Panama. Reefers that are not engaged in activities of support to the operations of capturing or carrying fishing resources, shall submit at the time of renewal of their Regulation certificate, a declaration of the product transported by them duly legalized.

Please note that Panama Maritime Authority has not released yet the guidelines for granting of this new incentive which will most likely refer to the Energy Efficiency Design Index (EEDI).
