Circular No. 205
1.The purpose of this Circular is to inform all the users of the General Merchant Marine Directorate that we have developed a new online platform, through which you will be able to apply for the International Ship Security Certificate (ISSC) and the ISSC will be processed by the Maritime Ships Security Department or by the Segumar offices of your esteemed convenience.

Circular No. 206
1.The purpose of this Circular is to update the responsibilities of the Company Security Officer (CSO) like a person designated by the Company to ensure that a Ships Security Assessment (SSA) is carried out; that a Ship Security Plan (SSP) is developed and submitted for approval, thereafter implemented and maintained, and liaison with Port Facility Security Officer (PFSO) and the Ship Security Officer (SSO).

Circular No. 245
1.This Circular has the purpose to inform users, according to Merchant Marine Circular MMC-243, about the list of Private Maritime Security Companies (PMSC) authorized by this Administration to offer their services as Privately Contracted Armed Security Personnel onboard Panamanian flagged vessels transiting High Risk Areas.

Circular No. 255
1.The purpose of this Circular is to inform our users that the Directorate General of Merchant Marine has decided to delegate to the Recognized Organizations the issuance of the Maritime Labour Certificate, the Declaration of Maritime Labour Compliance Part II and the provisional certificate, in accordance to Rule 5.1.2 of the Maritime Labour Convention. Through Resolution No. 106-25-DGMM, this Directorate General of Merchant Marine has invited all RO’s to apply for the authorization to issue the above mentioned certificates.

Circular No. 284
1.The purpose of this Circular is to remind users of the Panamanian Registry about the content of MMC-267 which states requirements related to the Class Certificate in accordance with the provisions of the International Conventions ratified by the Republic of Panama.
